The poses of the wings are fine, it's just that they don't really seem to have much detail or effort as the rest of the pic does. It's sort of like a footfag's casual artpiece- the feet would be uncomfortably detailed while the rest of the picture not so. An inverse of that, if you will.

I think I see what you're doing with her hips. The second piece has her anatomic right hip somewhat disappearing. Since she's rather voluptuous, she should have an obvious hip/butt.
Not sure if you've tried this, but try posing yourself in the position you'd like your characters to be in (unless you have a better source).

Added a bit more oomph to the right side of her lower body and moved the ribbon over so it doesn't look like it's eating her hips. Moved a couple other lines and touched up the eyes as well.
I still can't get it to do what I want though.
I think I just need to call it on this one and stick to simpler things until I know what people look like and can handle perspective on limbs. Her left leg is supposed to be bent at the knee and somewhat in the foreground "in front" and on top of her right leg.
I tried posing myself but I can't see my knees from the front and for some reason I'm not wearing a dress. I should get one of those pose-able models.

I've been where you are before, not getting things to work accordingly. I notice you haven't added shading yet, which could really bring out perspective.

Thanks. I'm a writer but my mind works very visually and I feel that art is the only way I can truly express my stories. A few weeks ago I just said "fuck it" and decided that I was going to become an artist no matter what. I assume it's because they grew up around more "detailed" artistic influences on average than westerners would. Take something like say, Dexter's Laboratory vs. some anime of that time. Obviously, weebness aside, there's likely to be more detail in the latter than the former. I feel that some of their skill stems from that, somehow. I'm not very good with words, so it's hard to explain exactly what I mean.

its the runes. since when they are little, they train their brains into remembering and drawing complex graphic symbols that have multiple meaning, and may or not actually resemble what they stand for
This training, coupled with the typical "no slacking" asian culture makes them very apt in what is called symbol drawing, aka stylization

That really wasn't apparent from your post.. Anyway, the main problem is that it's a seriously bad habit to spend too much time on something at any stage of a piece, and many tend to focus on irrelevant details before they have even the basic form done.
This often leads to further reluctance to discard a flawed sketch, and even more time wasted trying to fix things instead of doing things properly.
How much detail you add and how long it should take obviously depends on what you're trying to do and how skilled you are. Sketching a form shouldn't take any time, but you can't plan composition without basic detail. Redrawing a more detailed sketch can be useful before drawing the final piece, but it all boils down to being efficient and purposeful.
Classes tend to be about tried and true methods that lead to reliable results, but it's not like you can do art "wrong"..

.5 Roller ball pen for the outlines/hatching, .7 roller ball for darker lines, and a brush tip pigma for the fills.
I got a set of pigma pens as a gift and this was my test of them, pretty much.

It's really demotivating when you draw something and it looks like shit, even when you expect it to due to your lack of skill and the slow process of improvement just hammers in the idea that you are going nowhere even after working hard.
Then you give up, wait some time, start having fun drawing again and then repeat the process, this cycle is really bad for your self-esteem.
