-Operation Rei-Go Winter event has started which has 2 main +1 EO maps, event ends February 29.
-New shipgirls are Okinami, Hatsuzuki, and Zara.

Stop living in the past. Most arcades nowadays work on very similar OS to windows or Linux, most of the times just modified versions of then. There are other stuff to be considered like accounts and such, which I don't know but it's totally possible to just create a working environment for PC.
Most hackers though, don't pay atention to arcade because the real fame (and profits) come from jailbreaking tablets and smartphones nowadays but the popularity of Kancolle just might sweeten the deal for hackers to get interested on working on this.

In his defence it something entirely different and sometimes very difficult to accurately emulate old arcade machines with a PC than Arcade machines nowadays, which are just PCs.

The big problem here isn't getting the HDD data from these machines (and they are most definitely just running an embedded version of Windows) or even emulating Sega's aime servers, though that's still a lot of work.
The real issue is getting past Sega's encryption. Sega's arcade machine data is notorious for how hard the encryption is to bypass, and to date, no one's been able to crack it. Konami's popular line of music games have been cracked for several generations now, but no one's made any headway on Sega's.
People have have been trying for years but Sega actually stays pretty up-to-date on their encryption protocols unlike Konami, so I wouldn't get your hopes up for arcade rips of this anytime soon. It's more likely to get an official port before then.
