First off, that's wrong; there's no reason to think that Marisa is "the strongest magician". You can make the argument that since everything in games in canon, she's better at danmaku fights than Alice and Patche (and everyone else, for that matter), but spell card battles aren't indicative of actual strength. If the gloves were to come off and it came down to a raw battle of magic power, Patche at least would easily win, with the advantage of her species and years of experience.
But that's all beside the point. Even if Marisa were the most powerful, it doesn't matter, because the title of 'ordinary magician' has nothing to do with that. It refers to how, despite her rather extraordinary ability, she's still just a normal person. She's a humble human practitioner of magic who lives in the woods doing experiments and scavenging materials. When there's an incident to solve, she usually ends up getting involved out of mere curiosity or because 'it looks fun', not because of some moral compulsion or to win glory or whatnot. She's not out to conquer the world or anything. She's just, y'know, an ordinary magician. Don't overthink it.

In a magic contest? Yeah. In an actual fight? No, she has too many disadvantages going in. Her magical knowledge is outweighed by her physical frailty and her absolute lack of endurance.
If we're ignoring Spellcard rules, it would probably go something like this
Alice EX > Byakuren > or = Marisa > Patchouli > Alice
Extra Alice is pretty much busted.
Byakuren has incredibly powerful magic that's supplemented by magic that she can use to buff her own physical abilities. Probably the most durable of the magicians, and easily the strongest and fastest.
Marisa probably has the most destructive magic of the bunch thanks to the mini-hakkero, and from what we're told she's probably the second strongest physically after Byakuren. She lacks magical diversity, but she makes up for that in sheer fire-power. Her greatest fault is her inexperience compared to the others, but at the same time she's probably been in more fights than Alice or Patchouli, despite their age advantage.
Patchouli has a shit ton of magic, but her combat magic doesn't seem to be especially impressive. Her greatest strength is her diversity, but that doesn't make up for her lack of staying power.
Alice mostly focuses on Doll Magic, and is kind of a one trick pony in that regard. Isn't as frail as Patchouli, but she doesn't have the wide scope of magic that Patchouli has either. Is too dependent on her dolls in a fight.
But that's just my speculation, I could be wrong.
