She didn't kill Sumireko (who nearly nuked Gensokyo along with the whole world), nor Byakuren (who is another human gone youkai *and* goes out of her way to topple the balance instead of staying under the radar). I'm pretty positive Nosferatu-kun got the same extermination treatment as those two and Harukawa just played it up visually.
And Gensokyo is a paradise made explicitly for *youkai*. If a youkai found a way to turn human, it's their loss to begin with. No reason to punish someone who's potentially providing more food to youkai.

Yukari failed. Reimu nearly lost her shit once she realized that "Gensokyo is currently facing its biggest crisis", in her own words. She didn't even appear in any of the ULiL endings to check up on Sumireko's repeated attempts at breaching the barrier nor on the cast's idea to scare her away from Gensokyo. And both Sagume's profile and the interview with ZUN about LoLK in SCoOW make it clear that the Occult Balls had the potential to purify Earth from life. How is that not a real threat?

Yeah, out of all displays of violence and Reimu's exterminations throughout the series, in this particular one Reimu somehow skipped the spell card rules and dealt a single killing blow to a youkai who already cheated death once. ULiL alone got tons of attacks that should logically tear the opponent apart as well as the death explosion effect, and the opponent doesn't even have to fight back either. Factor in the aforementioned fake deaths, ZUN's general tendency to imply gore yet avoid showing it and the physical toughness of youkai.

And no actually, Ichirin doesn't really take to heart anything substantial that Byakuren teaches or says. There probably are youkai that are serious and diligent about it, but those will be background youkai we will never know anything about.

I am of the mind that Yukari pays close attention to the incidents, and only shows up when an incident or an event DOES pose a real threat to Gensokyo's stability (she's the one that came up with the idea for Gensokyo in the first place, after all). So sure, ULiL and LoLK may have been serious, but Yukari's inaction in both incidents tells me she knew they would sort themselves out with no further fuss, as Reimu/Kasen/Mamizou and Eirin accomplished.

This is all gameplay talk so far, but there's also the fact that Reimu considers him to be an affront to the human/youkai balance. Which he is. Imagine if word got out that some human became a youkai and nothing happened to him and now he has all the advantages of being a youkai like being able to chill out in the forest while getting rimjobs from fairies with none of the drawbacks of being human. The results would be disasterous, and I'm sure Reimu wants to take no chances (if her "I don't mind needless killing" line is anything to go by).

Marisa's good ending in LoLK covered all of this.
Yukari gaps out and Marisa calls her out on her BS. Only for Yukari to say she was watching everything going on the whole time and thought there was never any real threat in the grand scheme of things because of some failsafe.
She also played down the power of the Occult balls even going as far to let Marisa keep the Lunarian power orb. Saying that the intel Marisa had researched before and brought back during the LoLK incident on how to manifest and manipulate urban legends, along with the information on Sagume was far more abusable than anything else.
If anything she just straight up implies there is something far more important coming up in the future that might be related to Sagume.

It feels like ZUN needed an afterthought saving throw to make Yukari seem omnipotent again (at the cost of cheapening both the impact of ULiL-LoLK storyline and the thread of supposed end of the world in new FS), because her image as such would otherwise be shattered after a fiasco this big, with an outsider like Mamizou doing more for the good of Gensokyo. Personally, I take that ending with a grain of salt. Yukari *could* have been lying to save face after all.

Agree with the it is probably a saving throw bit of writing, seems kind of confirmed too by pic related seemingly support it with Mamizou being all impressed with this mysterious youkai implied to be Yukari at least. Probably to play down Mamizou's helpfulness and make Yukari seem super special.

Something I've been wondering about Sekibanki, why does she live IN the human village? Sure, it's easy enough for her to pass as a human, and it's quick access to humans for her to frighten, but her profile makes her out to be prideful and you would think a youkai would consider pretending to be a lowly human to be beneath them.
Then again, her profile also says she's recalcitrant towards both humans and other youkai. So, is it something like she doesn't particularly like anyone, but she likes youkai even less, and staying in the village is the farthest away she can get from them without limiting access to a food supply?

The youkai need to do it to survive. They have rules against actually hurting villagers, though anyone who falls into Gensokyo by accident is screwed unless they can escape or gain citizenship... and some youkai aren't intelligent enough to follow rules in the first place.
The interesting thing is: Gensokyo's youkai have become more and more like humans over time, while Gensokyo's humans can seem youkai-ish to someone from the outside.
E.g. with Aya who was born before the barrier, she's a proud spirit of mountains and gales who knows how to play nice as a journalist because "the strongest youkai are usually the most polite". With Hatate who was born after the barrier, she's pretty much just a weird human who can fly - she's a journalist, and there's nothing more to her than that.
