A sweater is supposed to shelter you from cold, so a hole in it completely defeats its purpose.
A bra has no purpose other than supporting the breasts and stopping them from moving too much, so a keyhole in one is inconsequential.

I like sweaters, because I like the look of the breasts making a tent in them (T-shirts are nice for the same reason). The breasts are covered, but the tent they make ends up making things even more lewd. Same reason gothic lolita outfits can be even more lewd than trashy swimsuits.
I think that's why I don't like open sweaters, they don't allow for that tent.
