What is your criteria? Just the result? Because if so, every time I deal an unsafe tile against someone's riichi and it passes, I make a masterful play. Even though all I really did was get lucky.

You can't make a masterful defensive play by dealing in? What about sashikomi into a 1000 point hand when someone has called all three sangenpai? Many high level players would agree that dealing in to a cheap hand to prevent a large win is a strong defensive tactic, and in the right circumstance, could be considered 'masterful'.

Or is a masterful defensive play about making the discard that has the most consistency and least risk, or that you have strong logic supporting, even if 1% of the time it causes you to deal into a coincidental bad wait?

All of the discard choices kind of suck in every way imaginable. Your only options are 4p or 6s. Of the two, I think 6s is more likely to pass, since four 4s and three 8s are out. But it's a live tile just like 4p so it's very possible you're going to deal into the dealer no matter which one you choose.

You might be tempted to drop the 8m since it's suji but given that it's right next to the dora, you're just asking to get suji trapped. Man tiles in general look super sketchy and in the worst case scenario, north has a chin itsu.

Why this slow and cheap hand was opened just because a yakuhai came out is a better question.

Looks like a pretty bad situation.
Looking closely, I would discard the 4p. Ron from shimocha is unlikely, after discarding 2s, 5s, 6s - doesn't look like matagi-like suji. Tanki oikake riichi on 5m in E2 doesn't sound like a great idea. Besides oikake probably means that this one is quite big.
Still, it is matagi for toimen - got to rely on those 2s and 3s on the table.
Manzu is probably a bad idea, looks like a big suji trap.
I'm not used to play with dan-ranked players so I don't know whether these arguments apply. Maybe people try to mislead you with unlikely oikake riichi or this kind of stuff.

Mahjong history is a mystery.

Most rules that are said to be unique about Japanese mahjong were played as house rules in manchuria. During WW2, Americans apparently were the first to introduce riichi to the Japanese, but this could be based on a Chinese rule. At first only Double Riichi existed, at the time it was just called Riichi, eventually a rule called Tochuu Riichi came into play which is the riichi we know today, jansous that used this rule labeled their mahjong as Riichi Mahjong, but in japan this name is now archaic. Taiwanese Mahjong also has a double riichi, which proves that riichi came from china

If 3m looks like the best answer at first, what about that early 5m discard? It probably means there's no 36m ryanmen wait, so 3m and 6m have to be considered separatedly.
The question becomes "is a 69m pinfu riichi likely?". Toimen needs a riichi pinfu tsumo or a 1500pts ron on kamicha.
This is where I don't know whether 3m or 6m is the better answer. 3m wait is either tanki, in which case the riichi wouldn't be great, or a penchan, that I would probably discarded early.

As 3rd, oya in all last, I think it is best to keep the possibility to ron otherwise it would probably end up with toimen winning. So haku would go with riichi, providing only one extra safe turn. Declaring my tenpai isn't that important given that other players aren't likely to discard 4s, but wait would be very bad.

I think it works out statistically though.
There are 136 tiles total, of which 12 are dragons. As you know your hand has 3 of the dragons and 11 other tiles (by your first discard) then that leaves 9 dragons and a total of 125 remaining tiles. In total there are 42 other tiles already dealt out, of which ~3 will be dragons (9 x 42/125) leaving six remaining dragons in the deck. There is also the chance of dragon tiles being in the dead wall, which lowers the number of remaining accessible dragons, assuming the player doesn't call kan, to 5 (9 x 14/125). With 4 players this means each should get 1.25 on average sometime during the game, or in other words in the majority of games in which this scenario occurs you will draw another dragon tile.

My deal in rate isn't that high, it's just that everyone finishes their hand before me. Lately I've been getting a lot of 4 or more shanten hands even worse when I can't aim for yakuhai or open tanyao, I simply don't have enough time to finish my hand before everyone else. Make sure your tile efficiency is where it should be. Go back and watch your replays, compare your discards to what Tenhou says is the most efficient discard on tenhou.net/2. Other than that, bad luck is bad luck, there's no changing that.

This seems to be the case. Made a new account two weeks ago and now I'm nearly 3dan. Joukyuu players are just a little better on defense and seem to aim for sanshoku more often from what I've seen.

South 4 riichi as a dealer is always very rewarding to me. Even in cases where you could escape last place with dama, I've made too many full comebacks to not call it.

I got really lucky with the toimen and kamicha making some pretty stupid discards after my riichi, though.
