Laypeople aren't required to be celibate, obviously.

I talked about that in a recent thread about the new Chinese 2hu anime, but to cut it short, the assumption that the people on the boat did drown is fundamentally flawed and is not any more solid than the assumption that they were rescued on the new ship.
The first one rests on one piece of textual evidence (those people not being mentioned again) and one piece of misconception (that youkai extermination implies youkai destruction; the Japanese term for extermination used in this context has many different meanings including a Buddhist one and has been used as such within ancient stories involving fighting supernatural beings- such as The Journey to the West). The second one rests on a piece of textual evidence (that despite this incident Byakuren kept or earned a reputation as being a person who brings safety around her) and the hypothesis that since extermination doesn't imply destruction, Murasa bringing everybody back on a new boat poses no problem whatsoever related to how people kept seeing Byakuren as a youkai fighter. I'd in fact say that this second assumption ends up being more tenable than the first one simply because it's absurd for a person to lose a ship and everyone on board, only to go on to be seen as one able to protect those around her for decades.
It is impossible to say anything more than this because ZUN kept Byakuren's pre-Makai life really vague. Unless someone asks him about it, or he explores the incident, we can't know what really happened. But the "she sacrificed everyone for Murasa" version shouldn't be pushed as the truth because it's shaky.
