Once you get four fleets, spam ex2 all the time. Before you have four fleets it's more important to have fuel and ammo for sorties.

Looking at the enemy node list, you want to go to B, since that leads to the sub node D. So basically, use any composition of DDs or CLs (perhaps 1 CL flagship and 5 DDs), just don't have 2 CA(V)s.
