Any character with a non-trivial presence in the series is going to attract secondaries and waifufags. How bad the fanbase is can be determined mostly by the size of the fanbase so it's not really a matter of the character necessarily.

ZUN should really explore Byakuren and/or the Myouren group more though. I feel like her characterization globally has been pretty weak outside of UFO. Maybe it's because she's so closely tied to her religion ans ZUN doesn't want to talk too much about the subject, but it doesn't help that in works like Oriental Sacred Palace and Symposium (IIRC), the "problems" of Buddhism they discuss are literally entry tier (the extinguishing of desires thing for example) and don't go beyond re-stating popular confusion, making it seem as if the tradition itself hasn't actually clearly dealt with those issues in the very earliest teachings.

If I had to point out something within the canon that makes her stand out as sadistic, it would be the music. U.N. Owen was Her gives a sense of childishness and lawlessness at first, with the mid-song change of tone being the last nail of the coffin. also the title of the song implies she´s a murderer. I enjoy it because it has some very creative and fun patterns, and the mechanics are some of the most solid in the series. They would be the best if it wasn't for the power = bombs thing, but I digress. The whole Normal being too hard thing is kind of weird, the the difficulty normalizes when you go up to the higher difficulties.

The main problem is the serious-non serious balance with regards to the setting.
