These three are my biggest problem. Only have Hatsuharu and Nenohi leveled up. I used subs to divert fire in the world 2 quest which doesn't really work that well here. I don't really want to level them all but i suppose i won't get anywhere without having them at least at kai.

For either B21 or B37 (can't remember which one), I sent 2 cranes to complete their 3-1 quest at the same time. I find that 2 CV in general works enough there; the only real problem is the compass, but failures don't cost much resources other than time anyway; even with a non-kai fleet 1st node isn't too much of an issue. Either way I'd still level them up for their 10cm guns anyway. I doubt your Akizuki guns are upgraded much if at all.
If your HQ's below level 80 you can still grind ships at 1-5, otherwise you can try 5-1 instead. 4-3 isn't too good here since you need to level more than 1 DD. Just make sure to bring at least 2-3 ships carrying radars if you're doing 5-1.

Early on I found them to be a good compromise between firepower and cost, compared to battleships. You don't need to load up your fleet with them, but if you're hitting a wall then go ahead and use them.
