Nothing wrong with being a secondary, there's a lot of good doujinshi, music and artwork of touhou as well as several pretty good official manga.
People that keep spamming a bunch of non-canon meme shit (Kaguya is a neet, Tenshi is a masochist, all of the "yuri pairings", IOSYS shit etc) should kill themselves though.
Fan-made content made Touhou what it is today, without the "secondary" fandom Touhou would be just a bunch of lame and repetitive games with bad art.

As for why Reisen is playable - she's expendable, and an experienced operator. Kaguya is not only incomparably more valuable (royalty, maintaining Eientei's timely-wimely aura), she also has no experience in combat.

I honestly don't know what's so good about CAVE shooters.
Every time I played a shooter from CAVE the game have some serious FPS drops when there's many bullets, this is in every game.
This is on XBOX and PC games, it's such a letdown and makes it somewhat unplayable.
The games have little to no story.
Touhou looks much better also I think and even if CAVE games have good music Touhou also does this better.

Touhou lore is extremely meta. Games contain only dialogues between girls and ~10 sentences of text as an ending. It's not even possible to understand the plot of the game just by playing it, because prologue and epilogue with all the explanations are written in a simple txt file in game's folder. So you can just stick to touhouwiki to learn everything you need to know.
But it's still very important to play games to understand the beauty of spellcards and to get attachment to music.

What? I think Zun is a genius in this regard. Can't say the same about his art or programming skills, but his danmaku is definitely top-tier. How many games can you name that even come close to the amount of effort Zun puts into each and every pattern? All spellcards are based on their respective characters'. You can easily see their personalities behind them. He even made an in-universe book solely on spellcards. Plus, he has made games dedicated to purely spellcards (StB, DS, IS).
Not to mention that Zun makes games that are FAIR and challenging. Cave games, for example, are filled with simple patterns with super fast bullets that results in cheap deaths. In touhou, all deaths are your own fault. Only LoLK really breaks this to some degree, but that's understandable considering the story and the new game mode he added.
