Short answer: nah
Long answer: I'm not really opposed to the idea, I just wonder how a character like that would be integrated into the Touhou universe. Africa and South America have had no significant historical interactions with each other, on the scale of North America, China and Europe.
An Indian touhou could be workable, but Indian culture to an extent already exists in Touhou through the Buddhist faction. Shou in particular might be representative of that IIRC though I could be wrong.
I would in fact argue that ZUN includes ethnic minorities that have a lot more relevance to the Japanese situation. The Chinese have a healthy representation, as do Europeans. We even have our own America touhou who appropriately is lewd as fuck, even in the way her in-game sprite lewdly sways her hips back and forth, so as to taunt the player.
I would only really expect a dark-skinned touhou if ZUN was to base a new one off of Nobunaga, in which case I would demand that Yasuke would immediately precede him as the mid-boss for historical accuracy. This hypothetical dark-skinned touhou must obviously be a cute loli in period armour, naturally.
