Maybe but look at what it's up against. Most of the VNs and such on Steam are either super old so the art is kinda shitty or it's done by an artist who can barely draw and colour. The cat girls in Nekopara actually look good, even if they're generic as you say. It has been on sale a few times, many big names on Twitch and such have played it "for the lulz" and the 18+ content is extremely easy to enable so it's not really any surprise that it sold decently well on Steam.
