Byakuren is a little bitch compared to the horrifying abominations that litter that chart. Under no circumstances should she be considered stronger than Tenshi or Yuyuko for example.
Reisen, for all of her "strengths" is not on the same level as Dio as a girl, miss "can move an appreciable fraction of the speed of light", Mokou, and the grim fucking reaper.
Reimu can't be trashed by anyone, Fantasy heaven sees to that. Honestly, she shouldn't even be on the chart since she's literally invincible.

Everyone knows powerlevel discussions are going nowhere because of the spellcard rules. If we're talking about battle win records, maybe Seija is the best under the main characters. If we're talking about game casts, the strongest would probably be from PCB, PoFV and LoLK. Also, the only characters that fought Reimu and won without losing to a rematch are only Yorihime and VIVIT (canon aside).

She's the queen of hell. She has authority and power over all hells.
She's definitely more powerful than Eiki, who has the power/authority to send people to one afterlife which means she's more powerful than 90% of the cast, minimum, with the possible exception of Yuuka (PoFV Yuuka route has her as a legitimate contender for "strongest in Gensokyo") and the moonbitches.

Hecatia isn't a judge or anything, so "jurisdiction" might not be the right term. Eiki is the judge of Gensokyo, but Hecatia rules over Hells, including of the Hell(s) of Otherworlds, which includes Gensokyo, the Dream World, and any other strange world.

She's a goddess of Hells, and is said to rule/manage them. It doesn't exclude the possibility of involving any other figures, and ZUN has said that Hell hasn't been very well explored yet, but it's undeniable that Hecatia is more influential then Eiki even if she currently seems like a very underwhelming character.
