Try the /tg/ drawthreads anon, but you basically have to take whatever you get. Sometimes it's good sometimes not, but they are generally pretty cool people.
If you want to try here you're gonna need to be willing to pay actual money for something decent, and no $30 is likely not going to cover more than a flat color sketch of your character with nothing else (no background no other characters)
