They had limited materials and limited knowledge about how light works and shit, no idea about bounce light or occulusion. They had no books and could only use their personal experience.
But most of them still are great or solid and hold educational value.
Ofcourse new masters are better than the old masters, because they learned from them and added their own new knowledge.
Same with scientists.
Today's scientists may be not as smart as Sir Newton or Einstein but they just know more, they know all Newton knew and more.

The difference is that most painting techniques were lost in the 20th century with the death of academic art and skill as a value. It would be more as though all the knowledge of old scientists like Newton and Einstein had been burned and today's scientists were aware that those guys made great contributions but can't take them further because we no longer are even at their level.

Personally I think they were surpassed in almost every way by artists of the 18th and 19th century, with a few exceptions.
They were pioneers, but I wouldn't consider them masters, personally.

you gotta think of it in context, though.
they had hardly any resources, and what they had was often prohibitively expensive. shit we take unquestioningly for granted like access to basic paper wasn't just expensive, it was a legitimate political monopoly in italy for centuries to keep the prices up. and if you didn't live close to an atelier or in some court somewhere, good luck on communicating with other artists to share their knowledge.
despite these limitations, they produced the best stuff of their generation, and compared to the awful endless paintings of jesus that plagued the centuries before it was a world of difference in skill.
they were masters because they had the capacity for mastery. they just weren't standing on the solid base of shared knowledge and technique bouguereau & co had (which they themselves helped build for later artists) or the incredible access to resources we have today that allows those motivated asian wunderkinds to reach professional levels before they hit 20.
they are not as technically skilled as the masters of later generations. but if they had had the same opportunities as those later generations, they would have been.
same reason we consider erastothenes an amazing mathematician even though he didn't know advanced calculus in ancient greece.

Thus I applied the terms pioneers. They're absolutely worthy of respect, and their contributions were vital for later developments, but the art itself is nothing special compared to a large number of later artists.
There are people nowadays who treat work by the old masters like it hasn't been outdone.
