IMO, I'd keep the money especially if I'd done some work already on the project. It's not my responsibility to track down clients and make sure they interact with me because they paid upfront. I'm busy and don't have time to keep track of their lives and my own. If they remember some time down the road they paid me and want to move forward I would, with out charging them again.
