1st and 2nd panel has his head tilted up and to the left. 3rd has him tilted down and to the right. So it's jarring and inconsistent.
Also there's no reason to show a character's back like in panel 5 unless there's something else in the frame with him that's the true focus of the panel.
Go read a manga or a comic and see why it flows way better.
And what's with the character's giving non-exigent exposition.

The 180 degree rule is somrthing i've never heard of till now and honestly seems like nitpicking. I don't find it jarring at all. Granted, maybe that's because I drew it but who knows. Here's an example from a manga. The girl is remembering her past. She is always on the right and boy is always on the left. She's always looking forward and left, he's always looking to the right.
This is consistent in every single page in the rest of the chapter.

Doesn't change the fact that Jump didn't serialize the webcomic but the Murata remake. If you are arguing that getting a story published is not about the art, then you can't cite someone who is part of a team effort and is working together with a great artist on their serialization.
Obviously if you're a good writer, you have fresh and interesting ideas, you even provide very good storyboards and team up with a great artist, you can get published regardless how your own art looks.

Yes, it actually nearly killed him from stress and back pain. YYH was one the only competitors to Dragonball Z during this time, so Shonen Jump worked Togashi to near-death. It's success pretty much put Togashi on some sort of tenure in Shonen Jump, and that's why for HxH he can submit pages of chickenscratch like in the OP and take as much hiatuses as he needs to. Compounded with the fact that Togashi doesn't have concrete character designs, his art can be very lackluster at times.

Togashi has a unique contract with SJ because he was so popular in the nineties that his chapters increased the sales of their magazine by a large margin. They didn't want to lose him so all he has to do is release a certain minimum of chapters every year. He could shit on 12 pieces of paper and they'd have no choice to accept it, and it would sell better than anything else they have serialized.

Been trying as well for about a year now.
This is one of the better pages from my manga I'm working on.
My manga still doesn't look manga-ish enough and I can't tell what's off in my comic.
Is it my lines are too thick?
Art is too rough / lines not clean enough?
The grey tones I'm using?
I feel it's lacking some sort of look that could trick people into thinking it's nip.

the drawings themselves just aren't very good, which is definitely a big problem
the lineart is really bad and unclean
if you would just google manga page just from the thumbnails you'd see that a good manga page consists of several different screentones and different values
go back to fundamentals and come back later once you've got them down

Learn how people are constructed, how negative space works,
And learn how comic paneling works to make it interesting and eye catching.
If you want to make something out of this then you can't just draw watherver you want without a base, you have to understand what you're drawing first.
