in the long run, probably oils. I run out of oils quickly and canvases arent fucking cheep. the art stoor doesnt sell acrylics where I live, or I just haven't found them, so I've just been too afraid to practice on cardboard.

If we're talking pure lines, a brush and ink, followed closely by pen and ink. A brush and ink produces the highest variation in line width (needle thin to the entire length of the bristles), the lines can be bone dry or dripping wet, and you can use any type of ink.

Technically true, but the technology isn't at a point where you can have a display as large as you'd like and brushes which respond instantaneously. Noticeable lag and limiting your movements works against what I'd consider "expressiveness".
