I have a lot of questions about stylization. My favorite artist in terms of style right now is Murata. Some characters follow human anatomy closer than others, and I was always wondering how far do I need to study drawing realistic people? Do I need to take it to portrait level accuracy? If not, where do I start? I really wish there was a clear set out path for me to take but art isnt like that.
For the simpler characters, I find myself wondering "how can I apply realistic anatomy if I want to draw a face like that?" The bodies in general aren't too too wild but the range of faces is crazy. How would I even approach it? I feel really overwhelmed thinking about drawing in style from imagination, knowing what rules to follow, which to break and how, yet staying consistent.

You should know it fairly well. But depending on what you want specific amounts may vary.
What you should do is both. Don't solely focus on anatomy and realism and ignore what you want to do.
Study anatomy, but also draw animu shit. As you progress your knowledge of both should interweave

Perhaps not "portrait-level accuracy" in terms of rendering, but probably in terms of anatomical understanding.
You will know you need to study more anatomy when you look at your animu work and you're unsure why it doesn't look "right" enough. For example, when playing guitar, you may realize you're having a lot of trouble solo-ing or improvising (maybe the licks you do are boring). Probably because you're not familiar/understanding enough of scales enough to dance around it, so you need to study scales. Until you get to a point where you go "oh yeah, I'm okay with what I got", you know you have to further your understanding.
Faces: practice caricatures/cartoons. Caricatures resemble what they are supposed to, but look wild. Ranges of faces come from practice of knowing how far you can push it and that comes from know /what/ you can push (anatomy) and /how/ dynamic you can make it (cartoon). Study more anime, animation, and gestures.

Do more rough sketches. You can probably shave more time off on your initial sketching than on the cleanup, so that's what you gotta practice. Cleanup is sort of an unavoidable effort, but you can skip it while trying to build up speed/habit and only do it when you want to polish a piece.
Also give yourself time limits while sketching. See how much you can accomplish in 5 minutes, 10 minutes. Gradually try to fit more and more in your 5/10 minute timeframes as you become more familiar with them. (Yes, it's gonna look like shit at first if you're not used to drawing that way, it gets better.)

anime bodies tend to be very similar to real life bodies. its just that anime characters, girls especially, tend to have longer legs and smaller torso, narrower shoulders and wider hips, but everything else is still proportional. as for head, the skull shape is very similar to real life, but the face is moefied by moving the features down a bit to give the illusion of a large cranium, in addition to anime eyes. this is for girl characters of course. male character faces tend to be more realistic in terms of proportions.

For caricature, sketch the person without looking at your paper. If there's something you feel, like "this person has a big nose", go as crazy as you possibly can with it. You can check the paper if you really get lost, but keep it to a minimum. Once you're done you can clean it up.
Another exercise is to choose different shapes and fit the person into each of them. Some will look more like the person than others, but it's more for learning.

The shape of the chest and shoulder alignment isn't the way it would be if she was bent. Right now she just has a shoulder back and her chest is tilting away from the viewer. You should probably just accept it and draw another loli though..
Even if she did bend I don't think the shadow in that belly crease would be this strong, it's not a very pronounced crease unless you're fat. (It's only pronounced on a small area around the bellybutton)

Yeah, use the items in the highlighted box to rotate. The drop down menu shows you a couple angles and the rotate left and rotate right buttons next to it rotate at the same angles. The square button resets the position of the canvas.
As far as I know, there's no super clean rotation capability in sai, but there's enough angles in these tools here to be helpful.
