well study his work. learn anatomy and all the basics. I hate to say it, but Loomis. Bruce Timm's work is heavily influenced by 40s and 50s american fashion and art design, so you'll profit doubly by studying Loomis. check the klebrig for this.

I can honestly tell you that after countless hours spent drawing and designing and having little to no progress I found out that best way to develop an eye and steady hand as well as natural sense of aesthetic and "lightness"of strokes is worshipping Satan. I could tell you that after just a year of daily sacrifices and couple of hours of defiling I became better artists than I ever hoped to be. My eye is incredibly sharp (actually it's made of razors and grew on the back of my head) and if it comes to ligameme, my body is nothing but cancerous growth of ligaments the size of ripe bull heart.
Bruce Timm's style is heavily based around the concept of using straights against curves to create appealing shape design. I've read an interview of him where he said Sleeping Beauty was one of their main inspirations style wise for Batman TAS. Which means at some point he almost certainly studied Milt Kahl and Marc Davis, who were both absolute masters at this concept.
