a quick and cheap way would be on photoshop use different displacement maps then colorize with the color curves and levels.

OP here, I was worried this would happen.
I'm not talking about the picture I posted. That's just my wallpaper. Although thank you for telling me some tips to make it.
I'm talking about the youtube video I linked. It's an oil painting of a rose. Or rather, someone painting the rose. I've given it a few more tries since I first posted the thread and I still can't imitate it.
Yes I know a rose is so cliche and all that, but if it can help me learn technique then I'm happy to do it.
