On the other hand I've seen ridiculously splendid one piece animated sequences, so eh... I feel like people get too short sited with production values, taking the hard expensive route pays off, it just takes long to see that return

its a business at this point, some shows are made purely to be advertisement for their source material or for selling merch. They aim for low investment and high returns with memes or some form of psychologic manipulation of viewers
Something like umaru had no right being as popular as it was but the meme caught on and it became popular. Im not sure about its financial success but it just goes to show an anime's success is not 100% dependent on its quality.

Not like Toei can help it, actually.
Not enough animators (let alone experienced animators) + having to push out episodes on a weekly basis + the other ongoing shows Toei is making (Sailor Moon, Precure, One Piece, etc)
Lack of animators/experienced animators is becoming an industry issue in general. No body wants to become an animator because of the shitty workplace environment and pay.

They can.
If a studio like DEEN can start to turn itself around after a string of painful mediocrity (or even less than that) in their post-2010 record, then it's not a stretch for Toei. Such as not stretching their workforce so thin and actually investing a modicum of time and talent in their already popular properties instead of sitting on their laurels.
They have improved on Crystal a bit, so that's something.
