Am I missing something? What paper should I be using if I want to do washes over fountain pen drawings?

Mid range paper.

If that compromise isn't acceptable, then you'll have to accept certain mediums need to give or take something in order to work together.

Most cold press should be totally ok even if you're using fine nibs. Grab hot press if in doubt.

Some are, and some are resistant enough to work well with watercolor without smudging.

yea some are, but I just found out not the ink that comes with the pilot metropolitan. I guess I will buy a think of noodlers black ink. Is that a good choice, brah?

Yeah, either that or Lexington Gray if you don't want to use Platinum Carbon Black.
Since Noodler's Black isn't completely waterproof it may smudge a bit if you don't give it time to dry properly, but it shouldn't really be an issue.

I've tried about 20 different inks and Noodler's Black is the best I've found so far for writing on any paper. Good flow with minimal bleedthrough or feathering. It will write on newspaper no problem. You can even writing on soft toilet paper if you use a Japanese extra fine nib and you're very careful.

It is once it reacts with the paper, but it's concentrated enough that it might not all react because there's too much dye in one place. Try diluting it a little if you have problems with it smudging. This is most likely to happen with expensive paper.
