No you also have to be able to recreate anime stylization and proportions otherwise it will never look how you want it to. Proportions are very important so look at a lot of figmas as well and figure out how they differ from more realistic human anatomy.

They're cast and then hand-painted. By Chinese sweatshops workers. You can always turn a profit that way!

You can always pirate zbrush if you can't afford clay and tools.
A lot of these figures are sculpted in zbrush.

You're a mong. Clay wont keep forever and the collective cost of tools and armature and clay, learning from scratch will quickly add up long before OP is proficient enough to make anything that looks remotely decent. and if you want to paint your models that's another investment. You can pirate zbrush and sculpt until your hearts content for only the cost of running your computer, and when you create something you want to print there are plenty of reasonably priced printing services available.

You dont even need anatomy for sculpting anime figures. All you need is basic proportions of the body either from Loomis or others, and a bunch of clothes reference images.
And practice of course.
