If you meant for the eyes to be a little cross eyed for the spook factor, then that part is fine. If you didn't, then look at the white part of the eyes to help balance and position them.
Is there any chance that you started out planning for the head to be vertical? If so, it really shows up in the way that the hair looks like it is for a vertical head and is not aligned with the face. It looks like you had the face upright and then just rotated it instead of tilting the entire head which makes it just look awkward.
Also, your arms seem to be a lot weaker than your faces with both the forms and what you do when placing them. I would think about what she is doing more so that you can construct an idea instead of hiding things like the hands.

Thank you and yes the spooky gaze is intentional, it surprises me that the hair comes off as misaligned, I will review it as indicated.
As for the arms, the only excuse I may have is that I did not want to use much tone for this iteration, but even so you are right their form could be much more convincing.
I drew one but I'm not sure it's goth enough. It said spooky so I thought of witches. Oh well.

Holy shit thank you, I was trying to figure out what kind of look this was like. I kept thinking of not quite steam punk and not quite gothic lollita. After googling caberet I found all kinds of nice details I can add to this to make it complete. I still need to make her more witchy but this gives me a good frame to work in and keep it cohesive. I was trying to do a Yume Nikki themed illustration every day during October because I wasn't terribly interested in Inktober or any of the Halloween challenges. I only got less than halfway through and some of them were "cheat" days lol.
