From someone who's been balls deep into Pixiv I gotta tell you, it's structured in such a way that the best art is pushed to the front.
I guess it ties into the Japanese thing of always looking the best at all times.
There are lots of shitty artist on Pixiv. There are a lot of children on Pixiv. When it comes down to it the only thing separating it from DA is the size and more lax posting regulations. DA has a much larger community so there's more space for shitty artist to post.

Is it really? One thing I've always appreciated about Pixiv is that you have to have a premium account to be able to browse a tag by popularity, otherwise the default is newest/oldest first. The only thing that highlights popularity are the rankings pages and the Spotlight section (which definitely doesn't pick only the best work to show)

There are multiple ranking pages, a Suggested Artists page (that goes on forever), your Feed page, other artist's feed pages, another system that suggest works based on all the people who bookmarked a specific piece, and a Spotlight page. There's more than enough simple options to view the best of the best according to your tastes.

Almost every search I have done results in deviantART tier shit unless I stay there hours going page after page.
