This was a quick character sketch, so I didn't really pay much attention to the background's details and focused only on the contrast of it's values against the foreground character. Anyway, I agree with you, the BG is utter crap (and so are the more sketchy parts of the character), but it was never meant to be anything more than that.

The problem here is not anatomy, even though you are not showing any knowledge of it either.
The main problem is the very uninteresting pose, the lack of any perspective, and the unappealing gesture.
It looks like you used a reference, but you just tried to copy the pose by looking at the contour of the refs body. The only thing that saves the artwork here is the face, where you managed to nail the position of the symbols in space.
If you want to learn proper anatomy in perspective I suggest you to go a step back and so some studies involving simple geometrical shapes. Human bodies can be broke down into them, so that's a good training for anatomy as well.

You should stop using halftones for digital work. This panel looks quite good, but the halftone pretty much ruins it. The patter is way too strong and unintentionally pulls the viewer's attention away form the point of interest which is basically all the rest.
Also, try to make your gesture more confident by using less of those repeating almost chicken scratchy lines. They are inaccurate and messy and make the inking look like it's still a sketch.

I decided I'd apply that knowledge to future projects related for it since this picture wouldn't have worked out the way I intended since I wanted it known that "his dick is pushing through his underwear or so", hence the decision to make his shorts more define and have the "tenting" effect make more sense through the briefs coming out of the pants. I know it's probably not too realistic, but for this, that's not what I wanted. I do appreciate the advice though, despite my decision.

The top line for it looks more like the outline of her check up against her eye socket.
The bottom line is way too close to the jaw line, she would literally have to have no teeth and have a jaw bone as thin as chop sticks for that to work.

Please go into detail about this, and explain why you think it makes sense.
With the lean her back would be on, combined with things going on around the lower body and to the sides of her body, I most definitely think at least one hand would be rested somewhere, if not both.
Common man, be more creative than that. Make her resting one hand, while grasping something with the other, or something along those lines.
It just leaves the viewer with much less interesting things to look at. I have literally no idea what her hands are doing, or whether or not she even has hands at all.
I can't make any sense out of it personally, as I'm only seeing it as a very uncreative, bland pose.

The lines on her cheek weren't really supposed to look like the outline of the dick but I see now they do. That top line was supposed to be her cheek pressing against the eye socket but now that you point all that out, it shouldn't be there because her mouth and cheeks should be stretching downward. Connecting the hair is a good idea, I meant to do more detailing in that area anyway but I forgot. Thanks anon, I might mess with this more and if not I'll just make sure to watch out for that kind of definition detail in other drawings.

I just figured it out myself. I used to just use a really big airbrush at around 20% opacity and erase the excess like you mentioned, but theres a blur tool you can use to soften hard edges as well

Decent proportions and perspective, might want to look up reference for the foreshortened knee. The top and outside part of the knee/thigh is quite flat in that position ( if the thigh is a cylinder the knee is a box) so ease up with the lines indicating a plane break because it makes her appear to knee pads.
