Does anyone know who RS's concept artist is? I just got back into RS after 9 years after hearing 07 RS was back and seeing this amazing art.
I have to know who he is, his work is overqualified for the game.

It might be generic fantasy art, but it's Runescape. Runescape's always held a special place in my heart. This is the kind of stuff I would imagine in my head when I played on those polygonal graphics.

There is a big difference between reinventing the wheel and having something moderately interesting about your style/design. You don't need to be totally "original" to be interesting. Being interesting helps sell a product, if no one is interested in something they are less likely to buy it and the art for that game is something that helps sell it.

This guy (assuming everything OP has posted is one person) is a professional producing work for a company. All this has probably been produced under time constraints and still successfully communicates the ideas. Concept art isn't always super pretty.

It doesn't feel very Runescape to me but I'm probably being a nostalgia fag. In my mind Runescape is a lot more quaint and not generic WoW-esque fantasy.

A lot of these stuff seems pretty amateur and low end to me. the shapes in these and the textures look pretty flat and odd looking.
Also the spacing between things seems pretty awkward.
