Why would you even need to rotoscope this scene? Nothing is happening so it looks bizarre. If you had actually used less frames but more judiciously, it would have been much better looking.
Aku no Hana is pretty damn good, and it's rotoscoped. Neckbeards will say it sucks because it's not moe jackoff material, but don't listen to them.

The problem with it is that there is too much acting in the scene. Like the actors knew it was for a cartoon so they over-acted the scenes.

I think the only reason why that passes is because it intended to use that photographic effect. When you put the photographic effect into cartoony animations it looks strange.

That's a point but there's more to it than that.
Every frame of Take on Me is more than just a tracing like in AnH or something, special attention has been made to the feel of every line.
It also gets super good towards the end when the guy comes into the reall world but he's covered in all these sketchy smear lines.
Take On Me takes the live action footage and elevates it while lesser rotoscoped animation just copies it.
