A mask is an area selected like you do with the lasso tool in photoshop. The difference is that it's it's own layer. It's basically a virtual stencil.

Google masks in Photoshop. There are a lot of tutorials explaining it.

cut out a shape in the middle of the tape and peel it away

if your mask layer is black, everything is "masked", you have to paint with white to reveal shit (or alternatively paint with black to mask it)
if you're talking about clipping mask, in sai you make a new layer above the base layer and check "clipping group" and when you paint on the upper layer it will only be visible on the area that is filled with color on the base layer

No, that's a clipping mask.
masks are like stencils that allow you to erase or "mask" certain areas of your layers in a non destrucive way. Black hides the pixels, white reveals them.
A clipping mask just keeps the pixels inside the boundary of the layer beneath.
