Well what do you mean just stumble across? If you draw lots with the tag "art" and whatever you'll get plenty of people who stumble across your stuff.
If someone looks up "Medieval art" or "fantasy art" or "x fandom art" they can stumble across you. I find plenty of art blogs this way.
If you mean from outside tumblr, how is having your own website any more likely to be 'stumbled across'? It's less likely. People need to know it exists to find it.
If an artist doesn't want or need a following then it's redundant. Lots of good professional artists are already beyond the necessity of getting a following for stuff like commission works.

Not reblogging as a producer of content doesn't inherently bottleneck tumblr. There are big tumblr blogs that get big by basically searching out what fits their niche and posting it. And there are fucktons of 'general interest' blogs where people reblog whatever the hell they want, and that's the purpose of it. Having a blog specialized towards what you produce isn't ruining the website. You're creating things for other blogs to circulate, if it fits their subject matter.
If you mix both a blog as a producer of content and one who regurgitates stuff, half the time you'll miss out on followers who want your content, because they don't want all your other garbage clogging up their dash. I'm not talking about you losing followers you already have from it, I'm talking about people not following in the first place. I don't see a problem with occasionally reblogging a friend's stuff for their benefit, it's just when your stuff is buried in all the other shit.
