Unify your shapes.
I'd advice any beginning artist to avoid custom/textured brushes because they add variation to your brush strokes and just makes it harder for someone starting out to keep their shapes unified and solid

I had to consider a lot of stuff when doing each stroke (with practice it becomes intuitive and faster). In this case I focused more into overall values (squinting helps for this) and edges, which I exagerated and/or synthesized to convey volume.
it's way more complex than that of course (painting is a constant chain of problem solving), but I think the important aspects you should have in mind to get this result are: a sense of form (values and edges) and being aware of the tools you are using (the outcome of each brushstroke in this case).
I used sai and a square brush only, because I like the blending settings, although getting cleanly sharp edges is a hassle.
Those exercises that involve brush economy (paint this in x strokes or less) may help you imo desu senpai

You are putting solid lines where there are no contours and stamping out symbolic eyes and lips where there are just regions of shadow.
The pose of the model is the most important part, if you want to draw a face use a different portrait
