don't listen to this dude, he's just parroting what he heard. drawing from the elbow is good for anything but detail and small drawing, and it's used to lower the stress on the wrist
on small scale you want dexterity so use your fingers and wrist

If he's having trouble with brush control he is best off doing small sweeps from the elbow not the wrist.

I used to do a shitload of mini-figure painting.
Firmly brace your hands on the desk and against eachother. Make sure all the muscles in your brush/pencil arm are relaxed. Now you can combine all the muscles in your arm for the tiniest details.

If that works for you power to ya, but in my experience painting small shit is easier for me using wrist. If I used my elbow Id have a shit line or miss.
proper amount of paint/thinned on brush makes the world easier.
