Lynch is a pretty good artist though he's not at all technically proficient. I enjoy his movies way, way more than his static art. He just keeps getting better and better as a film maker while his art has been stagnant for 30 years.

There are a lot of factors that have prevented it. The death of Baudrillard who championed his work and made him crazy popular in france which is where he's been getting the lion's share of funding for his last three movies. Inland empire didn't recoup the investment and Lynch put a lot of his money into getting it made and it consequently devistated him financially and has made it near impossible to get another movie funded.
I think he's hoping twin peaks will get him in a place where he can start making movies again.
