What kind of program should I use to do that kind of drawing? I have a Wacom tablet
photoshop, manga studio, krita, paint tool sai, gimp, etc.
You'll quickly notice the program matters a lot less than your knowledge and ability.

I see absolutely no special technique in this painting, actually, it looks like the artist used just one simpre round, opaque brush, pretty much like traditional painting with acrylics or guache.

Do these type of pens (like faber castell also and even cheaper sharpie pens or staedtler fineliner I think they are felt tip but idk) degrade pretty quickly for everyone or am I using them wrong?
After a couple hours of use I find that they just don't work as nicely, particularly in that after just a little bit of use you must hold them at a 90 degree angle to get any ink to come out and when it does it just doesn't seem as bold as it was when I first started using it and the ink seems to skip some if you go even slightly fast.

I've also used these faber castell pitt artist pens and the same thing seems to happen. Start out awesome but then they just don't seem as good. I really like the effect of using them on the side to vary thickness of line a little but that seems to stop working pretty quickly.

i get good use out of my copic fineliners. seeing as they're all i really use to draw traditionally with anyways. it seems the thinner they are the quicker they go out. so use the thinner ones for fine details so you can save them.
and i use .1 for general lines.
sometimes if you let them sit for a bit they work like they normally do.

Not bad, but I don't think it looks iconic enough to become popular as a reaction.
The concept looks a bit forced and not so funny in my opinion, I mean, it tries too hard to convey the emotion.
I don't know, try for a more simple and authentic concept, based in real people expressions.
at what point does drawing start to feel natural? I've just recently (as in within the last few days) started to draw. I always did doodles in school but I've never been "technically" good at drawing, and I want to change that because I feel I'm a creative person. But right now it just constantly feels like I'm waiting to fuck up and restart. Nothing feels natural. They say anyone can draw as long as you practice... is this actually true? Is there hope for me? I just want to create nice things
depending on what level you want to get to it could take anywhere from a year to a lifetime. i personally feel like i have pretty high standards for myself and i'd say this is my fifth year pursuing art, second year taking it seriously and i'm only now starting to approach a point where i'm happy with my work. yes, practice and hard work pays off. its the fastest way to improve.
It'll take a few years.
I've been at it for a year and I'm starting to get some stuff come more intuitively when it comes to understanding forms and shapes, and I can get lines I want more quickly more regularly, but I'm still a long way off from what I see some people do where they just slap down all the lines they want on their first go consistently.

I got a stylus for Christmas and although my phone doesn't have pressure sensitivity it's very fun for sketching on the go.

Last few parties I went to I focused on not talking to anyone and drinking/smoking as much as I could without feeling ill to hopefully wash away my social anxiety. Didn't really work and afterwards I always regret going out. I only do it because "I should get out, talk to people, meet people", even though I'm happier alone at home.

Shading on the near leg seems a bit narrow in the beginning. Far leg looks like it has the opposite problem, either too much shadow in the beginning or too little at the end.

Possibly reduce the frame delay. That seems a little slow for a run.
Best program for traditional animating? I don't like photoshop's brushes, and TVPaint's interface is really weird and cumbersome. Flash also has some really chunky brushes that I'm not too fond of.
