I don't know if it's releated to art, but what I like to do while procrastinating is making doodles on my sketchbook, just small weird figures that I don't really think too much over, it might not be good looking but I'm improving my art skills anyway.
If it's not art releated just start having ONE good habit, or start killing ONE bad habit, rome wasn't built in one day so just focus on one problem at a time and you will get out of it in no time.

This. Unfortunately the program, as great as it is to sketch in, just isn't that great compared to other programs out there. I reccommend krita, it's free. I love it but takes a bit to figure out how to adjust the tools (or it did for me because i'm retarded)

I made a thread about this a couple weeks ago and did not get a solid answer, and I can't seem to find one using Google either.
I've been oil painting for years but I've just been using the paint straight out of the tube. Then my friend suggested I start looking into mediums, but it's way too much to try and wrap my head around. There are so many different kinds, and even when I find websites explaining what they do I can't find one solid answer on how to use them.

How do you make colors in Photoshop? Is using the eyedropper cheating? How else do I get the colors to look like what I'm painting?

By painting from life. By getting it wrong over and over over hundreds/thousands of times to train your eye to see color correctly. Just like any artists learning to paint traditionally would do?
You'll never make it.
Practice and experimentation.
Try eyeballing the color and then using the eyedropped tool to check your work. The try eyeballing it again from scratch, knowing what the eyedropper color picked.
It also helps to isolate the color, so you can see the actual shade rather than what it looks like relative to the surrounding colors.

How long does it usually take you to finish a piece of work once you get invested in it. Lately, its been taking me an average of 15-20 hrs due to the fact I take long breaks. Even then, I just end up polishing a turd.

Even polishing turds can be a good practice (for polishing.)
Usually 12 hours. I rarely fully render out imaginative work so i'm basing this more so on studies. I think it could take me 20 hours on an imaginative piece because of the lapse in skill required for me.
Eh..it can take me almost a month. If in really into it can take up to 10 hours or so? But that's just for sketching, painting is what ends up taking years to finish.
