i don't think you'll have much luck finding any information on that image. unless you somehow find the person who made that.
i'd say your best bet is to, depending on how well you know your software's brush engine, try and create a brush that looks similar to that.

it still needs work, but i spent a little too long fiddling with the settings that i kinda lost steam
areas with low and high opacity are the biggest issues i see considering that low opacity strokes aren't as dense when compared to the original drawing. instead of JUST lowering the opacity, it also thins out the specks of the brush's texture.
similarly, high opacity strokes aren't as dense as they should be when compared to the original drawing. note the areas near the tail and underneath the belly.
