There is no official message within the painting. I just assume it from the symbols there. The Roman, holding the banner SPQR, is dressed in Western European armor.
Jesus is wearing purple robes. The soldiers following Jesus resemble Greek hoplites and phalangites more than Roman soldiers, which Renaissance artists generally knew the difference between.
That does not mean much until you look into the history of the piece. Nicolaos Tzafouris painted it in 15th century Crete... a time when the Venetians were occupying the island.
An island filled with Greeks who followed the Orthodox faith were under the control of a distant, Catholic power. Look at the cross Christ is carrying: it has the footrest seen in the Orthodox cross. Catholic paintings have the style without the foot rest.
We have a "modern" Western European as the evil Roman leading Jesus to his death. Christ has many symbols of the Greek and Byzantine peoples of the day. He looks in pain as he carries the heavy Orthodox cross on his back.
There are people behind him resembling other Greeks. They look to one another as if "what are we going to do?" One even places his hand on Jesus' shoulder in a show of sympathy.
It's a subversive piece by the artist to show his disdain against the occupying Venetians. He made them the villain in the scenario involving Christ's prostration and torture: just like he felt the Venetians were doing to his once glorious Byzantine Empire.
The leg thing... well I'm not sure about that one. Maybe the artist was just good at drawing that pose, or maybe it was meant to represent some kind of sameness across all men. No matter their background of supernatural heritage.
What is officially suggested is that Tzafouris mixed Byzantine and Western styles to create a piece recognizable and sought by both sides.
