It gave me ~1.5x speedup compared to ffhevc and I was able to play HEVC 4K 60fps 8bit in realtime.

Not sure regarding windows playback, but yes, for hardware/hybrid decoding you need to use DXVA2. There is also CUVID and support for hybrid decoding in some videocard/cpu drivers. On Linux only full hardware decoders are supported (only GM206 and Skylake as far as I know).
