They were the one country that easily could have exited the war with little to no repercussions and were only in the war to prevent Germany from threatening their Empire and top spot on the world stage. Germany and France were fighting for survival, the British were not basically. Nor were the Russians or Ottomans really for that matter.

What caused the modernization of the catholic church ? Protestantism actually forced the catholics to modernize. What world do you live in ? Austria was a fascist state that later happily and with overwhelming support accepted and supported integration into gernany.
