The original Moors were a North African tribe the Romans encountered in present day Morocco. Since the initial settlers of the Arab conquest of Spain were mostly from North Africa with a small Arab leadership, the name got attributed to them even if some of these troops happened to be from Algiers, Tunisia, Syria, or Yemen. Over time as the conquerors began to assimilate into the Visigothic and Hispano-Roman population of Spain, the word Moor began to branch out to include any Muslim of whatever background found in southern Spain.
Thus you might find a subsaharan black african get called a Moor, but you could also find blonde, blue-eyed europeans also as Moors.
