This is like Canada allying with Russia and Mexico in order to protect Afghanistan after 9/11 from the US invasion.
Both France and Russia didn't do a bit to defuse the situation. They saw war as a legitimate solution to the problem and played a game of chicken with Germany. And Germany played with them and held the course - none of the participants wanted to flinch and be publicly humiliated. There was much at stake here. Russia needed to reaffirm its position as the hegemon of the Slavic sphere, Germany couldn't afford losing its only ally it had left on the continent - which was the dying Habsburg Empire that was already falling apart.
Wars aren't started by singular actions of single parties. They are to be looked at within their historical context, and France and Russia are to blame just as Germany when it came to the outbreak of WW1. Perhaps France to a lesser degree than Russia and Germany, but still.

I don't think it was about hoping that war would break out, but it was definitely about standing their ground - even at the cost that war would break out. That was also the German position.
