No, the empire was split into two halves to facilitate administration. The Western Empire fell into chaos, but the Eastern half, which was always the richer, more prosperous part of the empire, went on business as usual for another thousand years.

They may not have been ethnically Romans, from the city of Rome, but their state was the Roman Empire, and their nationality was Roman.

Everyone considered the "byzantines" Romans though. Everyone called them Romans. The Ottomans, the Italians, the EMPIRE was rome. Just because they spoke greek doesn't mean it is less roman. They retained their culture, ideology and mindset. Saying that they aren't roman is a very revisionist way to see it.
