How small?

One could theoretically repurpose man-portable antitank missiles to take out Iron-Man-like exosuits. Or better yet, use anything larger than 50cal to blow away exosuits.

But then again, I'm assuming powered armor to be more like miniature, man-shaped tanks than Tony Stark's invention made in a cave full of scraps, etc.

I'm afraid that will never happen. The trend in warfare since WW1 is to be harder to see, not easier. When push comes to shove, you want to get the jump on your enemies, not meet them in the line of battle. Warfare isn't fair and being invisible is the single biggest advantage you can have over an otherwise similarly equipped force.

That doesn't make armor useless still. Helmets aren't used because they're bullet resistant but because they still offer protection against shrapnels, debris and whatnot.

Modern soldiers wear kevlar, plates (ceramic or steel), a helmet, or some combination of the three.

This is true. Explosives have been racking up the majority of kills since WWI.
However modern MICH helmets are capable of stopping 5.56 ball and pretty much any pistol round you're likely to encounter.
