Lenin had a lot of promise but croaked too early, Trotsky was too much of an idealist and too international before the USSR was stable enough to create an international climate, Stalin was good at consolidating power, but socialism can't really do much when you have a strongman with a cult of personality (Also he was too loyal to Lysenko and pushed State capitalism the USSR would have been more successful if they kept NEP policies for another couple years while trying to educate socialist men and women and let socialism evolve).
So I know it's cliche, but Lenin. The USSR had a lot of promise after the civil war, but Stalin despite killing Nazis was kind of flawed.
