Bombing American cities isn't going to stop the Soviets or Anglos from taking your airfields on the ground, and any other number of cheaper designs would work fine if you were operating close to home. Germany would be better off sticking with conventional designs so P-38s don't start hitting your airfields, which is pretty much what they decided on in real life anyway.

What would have made a difference is turning on the war economy from the beginning, even from 1941. After the battle of France orders were placed for Panzer III's to be armed with long 50mm guns but the companies charged in doing so didn't do it until much later, after operation Barbarossa kicked off and encounters with T34 tanks. I also believe that the cosmetic industry was still working by 1943. Albert Speer should've been put in charge from the get go and Germany should've accepted total war once they invaded the Soviet Union.

I think the fault in the Wunderwaffe strategy is it relies too much on crushing morale and intimidation. The first time I saw 10 of those tanks roll through a hill or something I'd be scared shitless and want to run. But after the third time that happens you realize they're slow as fuck and you can easily destroy them.

Actually the Luftwaffe was originally going to focus on long range bombers, but then their main proponent general Wever died and this was abandoned with his death. Eventually the concept of tactical airforce focused on supporting the ground troops won when Udet took over the aircraft planning.

If they had them magically operational and widespread enough they could probably have done some damage, but not enough to dissuade strategic bombing campaigns.
The already difficult to use MCLOS guidance combined with manual warhead detonation and (for the time) high speed of the missile would have severely limited its usefulness even with a large warhead.
Taking into account the required time to build launch platforms and their vulnerability during construction it would have been a wholly wasted effort, the technology was just not mature enough to be a useful weapon and wouldn't be for about two decades after the program was cancelled.
