Memes aside, can someone describe the basic workings of the HRE to me? Was it similar to other Kingdoms at its time(France, England) or did it operate completely differently?

From what i understand it was a collection of kingdoms, principalities, city states and bishoprics. Some of the the bishoprics, principalities and kingdoms elected an emperor.

It was a huge cluster fuck.

Basically... Feudalism. Each state was a vassal which the liege was the Emperor under the concept of "Imperial Immediacy", also notice that the structure of the HRE wasn't monolithic it changed from the 1000 years the empire existed.

Before the reign of Frederick II, yeah (more like England, by 1215 France was a lot more centralized), his disastrous reign (Stupor mundi my ass) and the interregnum that followed his death destroyed the royal authority in the Empire.
