Because they are unaware of the absolutely shambolic state of German supplies, logistics, manpower and homefront, they are unaware the German gains came at an extreme cost to their best units that their armies could not afford, they are unaware that the German gains were more often than not territories only lightly defended and given up on purpose by the Allies and containing few if any objectives of value.

Oh sorry I see you said "late 1918", what I described was the state of affairs during the Spring Offensives.
As for late 1918 then I'd say no one really thinks that, do they? Germany was receiving an unprecedented spanking, they have been routed, they have been losing for three months straight, they were on the verge of a revolution, they were starving, their last line of defense was broken, their units were surrendering en masse, and vast parts of the military leadership pleaded for a cessation of hostilities.

Well the revolution only came after the absolute collapse on the frontlines. As for the troops not entering Germany, that's pretty simple, they didn't have to. Germany was so done they pleaded for peace before the Allies would have to advance further.
