No it would not. Unarmed regular law enforcement works in the UK and similar insular nations (Iceland, New Zealand) work because A) the overall violent crime rate is low and B) the few violent criminals do not have access to guns on a regular basis.

And point B can only be guaranteed by strict gun laws AND a near-absolute control of a nation's border to ensure that no significant quantity of firearms may be smuggled in. Which can only happen on island nations (or authoritarian states, whose police are armed anyway cos' oppression and control and shit).

I think it's fair to say that if the government is so desperate that it's launching ballistic missiles into the middle of population centres in an effort to retain power, it's already lost. That's essentially total war against its own people; if things are so bad that the only way for the government to hold on is to just start destroying shit regardless of infrastructure or civilian casualties, then most of the population is probably in open revolt, a significant proportion are probably in armed revolt, and many in the military are probably refusing to fight or outright defecting to the rebelling side.

If it gets to that point regime change is likely inevitable. The greater threat to popular rebellions in the US is not military hardware, but rather mass surveillance allowing government forces to crush any anti-government movement while it's still in its infancy.
